This was from a photo that I took yesterday. It was way too cold to sit outside and draw at the reading garden next to the library. While in the garden, there was a squirrel that went right up to this woman who was sitting outside and almost climbed into her backpack.
I tried to find information on the artist who made these little creatures, but all I could find was his name. I was curious about what his other work looked like. His name is Tom O'tterness.

It looks similar to the gate at the Kentucky Garden in Ohio City, but there is not mention (that I can find) of the spectacular gate. Some images of the gate are at http://picasaweb.google.com/CouldBeScott/KentuckyGarden
Does the garden gate look like the library gate to you?
I don't think that the gate is by the same person as the one you have posted on your website. But, it's hard to know for sure. You might want to call someone at the main library or Cleveland Public Art to see if they know if O'tterness made any other gates around the city. The pictures I have are very close up on the characters, so I doubt they would help much. It's right down on Superior between the library buildings, if you want to pop down and take a look.
